International Bureau of Fiscal
Documentation (IBFD), an independent non-profit international tax
research institute based in Amsterdam. IBFD provides information,
training and expert research on domestic and international tax issues to
governments, businesses and NGOs around the world, and its government
consultancy department delivers impartial advice to states worldwide on
the design, drafting and implementation of reforms of their tax systems.
IBFD also maintains the largest dedicated international tax library in
the world.

Libby Cooper has conducted programmatic and project evaluations in the
UK and abroad; designed funding programmes; advised donors on their
funding strategies, assessment procedures, and their monitoring and
evaluation policies; assessed projects on behalf of donors; and carried
out institutional capacity building programmes for NGOs in a variety of
countries. She has provided training in management, evaluation and
institutional development to a wide range of initiatives and has
conducted a variety of research studies in the UK and abroad
